As of April 2026, the Texas Education Agency (TEA) has not issued statewide AI guidance for K–12 public schools — placing Texas among roughly 22 states without a formal framework. The state serves approximately 5.5 million public school students across 1,208 school district and open-enrollment charter systems and 9,084 campuses, making it the largest state in the nation without AI guidance at the state-agency level.

The structural mechanisms that shape AI policy in Texas are different from most states. House Bill 1605 (88th Legislature, 2023) established the Instructional Materials Review and Approval (IMRA) process, through which the State Board of Education (SBOE) approves TEKS-aligned instructional materials for statewide use. What HB 1605 and Its Companion Laws Address

HB 1605 significantly revised Texas Education Code Chapter 31, which governs instructional materials. The bill’s stated goals were to relieve teachers of lesson-creation burdens, improve classroom material quality, and ensure curriculum transparency for parents. TCEA functions as the state’s primary recurring venue where district leaders, ESC staff, and vendors discuss AI implementation — filling the state-level convening role that many other states’ education agencies fill through state-sponsored summits.

The 20-Region Education Service Center System

Texas’s 20 Education Service Centers provide regional shared services to the state’s 1,208 school systems. ESCs deliver professional development, technology services, curriculum support, and specialized programming. For example, ESC Region 13 (Austin area) operates instructional materials services covering HB 1605 implementation; ESC Region 11 (Fort Worth area) runs a digital learning team with dedicated AI programming. The ESC system is how statewide initiatives scale to small and mid-size districts that could not replicate services individually.

District-Level AI Implementation

Texas districts have developed AI policies and practices at widely varying rates.
