Washington’s Early-Mover Human-Centered AI Guidance
Washington was among the first states in the nation to publish formal K–12 AI guidance. On January 18, 2024, the Office of Superintendent of Public Instruction (OSPI) released “Human-Centered AI Guidance for K–12 Public Schools” under State Superintendent Chris Reykdal — making Washington the fifth state nationally to publish state-level AI guidance and the first to explicitly center a human-centered approach. The guidance has been updated iteratively: Edition 2 appeared March 27, 2024 with expanded resources, and Version 3.0 was published July 1, 2024.
The distinctive organizing framework is the H-AI-H model — Human Inquiry, AI Use, Human Empowerment — abbreviated as “Human AI Human” throughout the guidance. The model positions AI engagement as bracketed by human cognitive work: inquiry starts with a human question, AI produces output, and human reflection/insight/empowerment complete the loop. This structural framing has been referenced by other states’ AI guidance development and remains Washington’s principal contribution to the national K–12 AI guidance conversation.

The guidance is explicitly designed to evolve with advances in AI.
The H-AI-H Model
What the OSPI Guidance Covers — and What’s Still in Development
The OSPI guidance document set now includes a comprehensive guide, a “Building AI Foundations” supplement, an “Implementing AI” supplement, and supporting materials addressing policy suggestions, practical classroom implementations, terminology, and FAQs. The second edition expanded the original with additional resources, and OSPI continues to publish updates through its AI Advisory Group — a body established to ensure the state guidance aligns with the needs and expectations of Washington’s students, educators, and district leaders.
AI Scaffolding Example Matrix
The AI Scaffolding Example Matrix is one of the guidance document’s operational tools — a rubric designed to help teachers integrate AI tools into assignments at varying levels of complexity and for different educational purposes, ranging from basic understanding and application of AI tools to more advanced analysis and creation tasks using AI technologies. Teachers can adapt the matrix for their own instructional contexts, and it provides a structured vocabulary for planning AI-integrated lessons.
Learning Standards Review
Washington is currently reviewing learning standards for English language arts, mathematics, and science. Superintendent Reykdal has stated that this review creates the opportunity to integrate AI throughout the K–12 curriculum rather than treating it as an afterthought — suggesting that AI literacy considerations will be woven into the state’s core subject-area standards rather than sitting alongside them as a separate strand. This is a policy-design choice that differs from states treating AI literacy as a standalone competency.
⚠️ Washington’s guidance is voluntary — districts adopt it because it’s operationally useful, not because they’re legally required to. This is the same structure used by Georgia, California, and most states with published guidance. Ohio and Tennessee remain the only states with legal mandates requiring district AI policies. WA’s pending standards integration may, in practice, create more concrete classroom expectations than the guidance document alone.
AI Innovation Summit
OSPI’s annual AI Innovation Summit provides three days of sessions for school district board members, administrators, educators, and IT professionals. The 2025 summit offered beginner, intermediate, and advanced tracks — with advanced sessions focused on creating AI-driven solutions available on a dedicated day. The summit functions as Washington’s primary recurring state-level AI-in-education convening event.
Washington’s Nine-ESD Regional Delivery System
Washington’s 295 public school districts are served by a statutory network of nine Educational Service Districts (ESDs), created by the Legislature in 1969 to consolidate county superintendent offices and provide regional shared services. Together, the nine ESDs operate as the state’s primary regional delivery system for scaling statewide initiatives — including OSPI programming, professional development, technology services, curriculum support, and specialized instruction for students with disabilities. Statewide coordination runs through the Association of Educational Service Districts (AESD), also known as WAESD.
Scale and Leverage
ESDs operate with remarkable efficiency. In the 2023/24 school year, ESDs leveraged $7.8 million in state-allocated core funding into $376.1 million of services for Washington’s students and schools — a $47-to-$1 return on state investment. Individual ESDs serve dozens of districts each. For example, NEWESD 101 (Spokane) serves 59 public districts, 45 private schools, and 4 charters totaling 104,232 students; ESD 105 (Yakima) serves 25 districts across four counties with 66,000 students.
Named ESDs
Washington’s nine ESDs: NEWESD 101 (Spokane), ESD 105 (Yakima), ESD 112 (Vancouver), Capital Region ESD 113 (Tumwater), Olympic ESD 114 (Bremerton), Puget Sound ESD 121 (Tukwila), ESD 123 (Pasco), North Central ESD 171 (Wenatchee), and Northwest ESD 189 (Anacortes). Each covers a defined geographic region and serves as an OSPI liaison, professional development hub, and shared-services contracting entity for its member districts.
✅ Washington has one of the country’s most developed state-level AI-in-education infrastructures: early-mover OSPI guidance updated through version 3.0, the distinctive H-AI-H framework, active AI Advisory Group, annual AI Innovation Summit, pending integration of AI into ELA/math/science standards, and a nine-ESD regional delivery system that scales statewide initiatives to all 295 districts.
Federal Funding Available to Washington Districts
Washington’s federal K–12 funding operates under the standard ESSA framework. Three federal funding streams apply to AI literacy professional development. The 295-district structure, combined with the ESD system, provides Washington with both district-level and regional-level aggregation channels for federal funding.
Title IV-A (SSAE)
FY 2025 state total, allocated by formula based on Title I proportional share. Covers digital literacy PD and technology-integrated instruction — a direct match for OSPI’s stated AI integration priorities.
Title II-A
Washington’s annual Title II-A allocation for educator professional development. AI literacy certification qualifies as evidence-based, job-embedded PD under the ESSA definition.
Title I (Part A)
Seattle, Tacoma, Spokane, and other urban and rural Title I-concentrated districts carry substantial allocations. PD for teachers in Title I schools is an allowable use, including AI literacy aimed at equity outcomes.
Washington’s ESD system provides a consortium-like aggregation channel for smaller districts’ Title IV-A allocations — rural districts that individually receive the Title IV-A minimum allocation can pool funding through ESD-coordinated AI literacy programming. This is a structural advantage Washington offers that districts in non-ESD states do not have.
Implications for Washington Districts
- 1. H-AI-H anchors district AI policy to human-centered practice The Human Inquiry → AI Use → Human Empowerment structure gives Washington districts a compact conceptual vocabulary that’s easier to communicate to stakeholders — teachers, parents, boards — than longer principle lists. Districts building AI policy can use H-AI-H as the organizing frame, then layer specific operational provisions around it.

The guidance is versioned and maintained OSPI’s willingness to release multiple editions within the first year after the January 2024 initial publication signals ongoing engagement with AI implementation work. Districts treating the guidance as a one-time reference miss the updates. The current state of the art for Washington districts is version 3.0 plus the supplementary Foundations and Implementation documents.
- 3. The AI Scaffolding Example Matrix is a practical classroom tool For districts developing teacher-level AI integration guidance, the Matrix provides a ready-to-adapt rubric. Rather than requiring each district to develop its own scaffolding framework, OSPI has provided a validated starting point that can be tailored to local context.

The ESD system is Washington’s scale-delivery mechanism For professional development, shared services, and statewide initiative implementation, the nine-ESD system is how Washington delivers scale. Districts engaging with their regional ESD on AI literacy work access coordinated services that would be inefficient to replicate at the individual district level.
- 5. Federal Title IV-A, Title II-A, and Title I remain the primary funding pathways Washington’s ~$28M Title IV-A, ~$50M Title II-A, and ~$300M Title I allocations each accommodate AI literacy professional development as an allowable use. The OSPI guidance’s explicit focus on educator preparation and district-level implementation provides defensible justification language for Title IV-A expenditures.
Note on Curriculum Development Perspective
